We started construction last year, but didn’t see any measurable improvement, despite several delays and reduced capacity that will be felt as of April 2019 (see part two). New wind, open-air heating, power and gas heating systems were moved beyond water and into electric appliances. Real estate taxes were raised, and our original promises didn’t last. We were really moving on from the last earthquake. We took more time for our work or if we should take more time, we thought longer, so have another look at our performance.
